Dr. Mohammad Naeem, son of the late Dr. Agha Jan, was born in 1974 in Bahadur Khan village, Chaki district, Maidan Wardak province, Afghanistan. He began his early religious and modern education in his village and later pursued higher studies in Kabul, where he memorized the Holy Quran and completed secondary education.
In 1995, Dr. Naeem graduated with a bachelor’s degree in Arabic Language and Islamic Studies from Pakistan and earned a master’s degree with distinction (gold medal) from the International Islamic University, Islamabad, in 2004. He did his PhD there in 2010. Concurrently, he undertook advanced Islamic studies, graduating at the top of his class in Hadith from Darul Uloom Haqqania in 2006.
Dr. Naeem has extensive academic and teaching experience, serving as a lecturer at the International Islamic University and later at a faculty in Peshawar. He has also been deeply involved in cultural, political, and intellectual efforts within the Islamic Emirate, including enduring imprisonment as a result of his activities.
As a founding spokesperson for the Islamic Emirate’s political office in Qatar, Dr. Naeem played a key role in negotiations and diplomacy. Post-2021, he served as the Acting Ambassador to Qatar and was later appointed Deputy Minister of Finance and Admin affairs in the Ministry of Foreign Affairs by decree of the IEA-Supreme leader
