In the presence of the Foreign Ministers of the Islamic Emirate of Afghanistan, the Republic of Uzbekistan, and the Islamic Republic of Pakistan, feasibility study agreement on the Trans-Afghan Railway was signed between the Ministry of Public Works of the IEA, the Ministry of Transport of Uzbekistan, and the Ministry of Railways of Pakistan.
