IEA-MoFA Statement Regarding Iran’s Technical Team Visit to Dehravud Hydrometric Station

The Islamic Emirate of Afghanistan remains committed in word and action to delivering every possible good, particularly water which sustains human life, for its own people and for the residents of Sistan, Iran.

To this end and to clear all ambiguities, on 9th August 2023, a technical delegation of the Islamic Republic of Iran visited the Dehravud hydrometric station to observe and measure water flow.

Following observations and measurements of water flow, the Iranian delegation assessed the current water year to be far less than normal particularly due to the severe droughts caused by global phenomenon of climate change. On the day when the Iranian technical team measured the water flow in the Dehravud hydrometric station, the flow was less than seven cubic meters per second, which is alarming.

As a result of the observation, the Iranian delegation found that the Helmand river has the least water flow and its tributaries such as Arghandab, Musa Qala, Arghistan and Tarnak are completely dry where water only flows during floods, making it difficult for the Helmand river water to reach the Delta area.
Also, based on the analysis of water flow data, it can be seen that no human action and interference is involved in the non-supply of Iran’s water right, but force-majeure.

The Islamic Emirate of Afghanistan reiterates that in case of rainfall and availability of favorable conditions, it will ensure the water rights from the Helmand river to residents of Nimroz in Afghanistan and Sistan of the Islamic Republic of Iran.
