KABUL, AFGHANISTAN
بسم الله الرحمن الرحیم
الحمد لله رب العالمین والصلوة والسلام علی رسوله محمد وعلی آله وأصحابه أجمعین. امابعد:
Respected Deputy Ministers of Interior and Foreign Affairs, Distinguished Ambassadors and Diplomats, Esteemed representatives and officials of international organizations, And Honorable participants,
Assalamu Alaikum wa Rahmatullahi wa Barakatuh,
I extend my sincere gratitude for your presence at the Ministry of Foreign Affairs of the Islamic Emirate of Afghanistan and for your participation in this important gathering.
The fight against narcotics constitutes one of the principal responsibilities of the Islamic Emirate of Afghanistan. Decree No. 31 issued by His Highness the Amir al-Mu’minin, may Allah protect him, which prohibits the cultivation, production, processing, trafficking and use of narcotic substances, clearly reflects the decisive stance of the Islamic Emirate in this endeavor.
A problem that, despite the efforts of successive governments and administrations over many decades, had appeared insoluble has now been brought under control through resolute measures. This represents a significant achievement in the contemporary history of Afghanistan. Such progress deserves serious attention and due recognition, and it must not be allowed to become a casualty of political considerations.
Distinguished participants,
The Islamic Emirate of Afghanistan stands ready to coordinate field visits with the relevant international organizations so that they may observe with their own eyes the implementation of the Decree, the eradication of poppy cultivation, and the practical application of the law, and conduct an independent evidence-based assessment.
The failure of certain relevant organizations to visit the areas and to assess the realities at close hand gives rise to the concern that the matter is shifting from technical and professional evaluation towards political considerations.
Narcotics are not confined by borders, nor are their harms limited to the geography of a single country. Effective action against this phenomenon is therefore a shared responsibility of Afghanistan and the international community.
In our view, the continuity and strengthening of this struggle, alongside security measures, require reinforced support for alternative livelihoods for farmers, the treatment of addicts, and regional as well as international cooperation against trafficking networks.
For us, the major concern and headache at present is the large-scale cultivation and subsequent trafficking of narcotics in the neighborhood of Afghanistan. If the international community does not pay attention to preventing it, this struggle will remain incomplete. Likewise, if the decisive measures taken by the Islamic Emirate of Afghanistan are not accurately evaluated, if reports on drug control are prepared in a non-professional manner, if a genuine assessment of the areas is not conducted, or if publicity is given to the narratives of biased circles, this would constitute a great injustice to this successful struggle.
Let us preserve and further strengthen these achievements on the basis of accurate evidence, shared responsibility, and practical cooperation.
I thank you for your participation and attention.
The respected Deputy Ministers of Foreign Affairs and Interior will continue the remainder of the program with you and provide further information on the relevant subjects.
May Allah the Almighty protect our country and all of humanity from the harms of narcotics, and grant us all success in the effective struggle against this harmful phenomenon.
وآخر دعوانا أن الحمد لله رب العالمین.
