Meeting Held on the Achievements and Facts of the Counter-Narcotics Campaign

Today, a meeting entitled “The Islamic Emirate of Afghanistan’s Counter-Narcotics Campaign: Facts and Achievements” was held in Kabul, hosted by the Ministry of Foreign Affairs.

The meeting was attended by the Minister of Foreign Affairs, Mawlawi Amir Khan Muttaqi; Deputy Minister for Finance and Administration, Dr. Mohammad Naeem; Deputy Minister for Counter-Narcotics of the Ministry of Interior, Sheikh Abdul Rahman Munir; officials from relevant government authorities; ambassadors and diplomats from various countries based in Kabul; and representatives of international organisations.

The Minister of Foreign Affairs, Mawlawi Amir Khan Muttaqi, described the strict implementation of Decree No. 31, issued by His Highness Amir al-Mu’minin (may Allah protect him), prohibiting the cultivation, production, processing, trafficking and use of narcotics, as a clear manifestation of the Islamic Emirate’s firm position on the issue.

He added that the major concern and headache at present is the large-scale cultivation and subsequent trafficking of narcotics in the neighborhood of Afghanistan, “if the international community does not pay attention to preventing it, this struggle will remain incomplete. Likewise, if the decisive measures taken by the Islamic Emirate of Afghanistan are not accurately evaluated, if reports on drug control are prepared in a non-professional manner, if a genuine assessment of the areas is not conducted, or if publicity is given to the narratives of biased circles, this would constitute a great injustice to this successful struggle.”

Deputy Minister for Finance and Administration Dr. Mohammad Naeem emphasised the importance of providing alternative livelihoods for farmers, supporting healthcare facilities, extending technical assistance and strengthening regional coordination to sustain the achievements made so far. He also called for continued cooperation from the international community in these areas.

Deputy Minister for Counter-Narcotics at the Ministry of Interior, Sheikh Abdul Rahman Munir, stated that 25,116 counter-narcotics operations had been conducted in 2026. As a result, 26,500 hectares of poppy and cannabis cultivation had been eradicated, 10,065 suspected individuals had been arrested, and 301 processing laboratories, two chemical tablet factories, and 15 alcoholic beverage factories had been identified and shut down.

He also highlighted the importance of providing alternative livelihoods and supporting the cultivation and production of lawful agricultural products to prevent narcotics cultivation.

The meeting concluded with an emphasis on further strengthening counter-narcotics efforts, preserving the achievements made, expanding alternative livelihood opportunities, and continuing regional and international cooperation in this field.
